Sexual Predator Reynhard Sinaga Planned to Be Repatriated; Nusakambangan Prison Awaits

TEMPO.CO, Jakarta - Coordinating Minister for Law, Human Rights, Immigration, and Corrections, Yusril Ihza Mahendra, revealed that the government is currently reviewing a plan to repatriate , a life sentence for sexual violence, from England to Indonesia.

In a video received by Tempo on Friday, February 7, 2025, Yusril Ihza Mahendra stated that this process involves coordination with the Ministry of Foreign Affairs and is in the initial discussion stage.

"Placing Reynhard in our correctional institution is also not easy. That person must be put in maximum security. And the only one available for that is Nusakambangan," Yusril told reporters at the Dharmawangsa Hotel, South Jakarta, on Thursday, February 6, 2025.

The decision to repatriate Reynhard was based on the request of the convict's family. However, Yusril emphasized that there is no certainty whether the request will be approved, because it is still necessary to examine the legal implications in England.

Reynhard's repatriation was also carefully considered to avoid new problems, including the need for detention in a high-security facility such as Nusakambangan Island. So, what is the profile of Nusakambangan Prison?

Profile of Nusakambangan Prison

Nusakambangan itself is an island that is famous as a high-security prison in Indonesia. Here, there is the Class IIA Permisan Prison, which is part of the Correctional Technical Implementation Unit under the Central Java Regional Office of the Ministry of Law and Human Rights. This prison has been established since 1908 and has a role as a correctional institution with a medium security level.

This island is also famous for its natural beauty which is still preserved, even though it is known as a dangerous place. Nusakambangan has the status of a nature reserve in Indonesia, with the presence of various wild animals that inhabit the island. In addition, the uniqueness of its culture is reflected in the typical Javanese ritual plants that grow here, mostly flowers.

Permisan Prison, after undergoing revitalization, was designated as a Medium Security Prison that is directly responsible to the Head of the Regional Office of the Ministry of Law and Human Rights. Its main tasks include implementing prisoner corrections and guidance for them. This prison also plays a role in providing social and spiritual guidance, as well as preparing facilities and work results for prisoners.

As part of the Correctional UPT in Nusakambangan, Permisan Prison has operational responsibility to the Central Java Regional Office of the Ministry of Law and Human Rights in Semarang. Its function is not only limited to maintaining security and order in the prison, but also includes administrative and household affairs of the prison.

Thus, the discussion regarding the repatriation of convicts in the case not only involves legal aspects and diplomacy between countries, but also includes consideration of the correctional infrastructure in Indonesia, such as what happened in the Class IIA Permisan Prison, Nusakambangan.
