Google to File Appeal After Receiving Copy of KPPU Ruling
Google Limited Liability Company (LLC) has rejected the KPPU verdict which they found guilty of alleged market monopoly.
TEMPO.CO, Jakarta - Limited Liability Company (LLC) has rejected the Business Competition Supervisory Commission (KPPU) verdict, which they found guilty of alleged market monopoly. Google plans to appeal after receiving a copy of the verdict. "Based on our understanding of the press release announced by the KPPU, we disagree with the KPPU's decision and will pursue the appeal process," said a Google representative in an official statement on Thursday, January 23, 2025.

Google believes that the current practices have a positive impact on the app ecosystem in Indonesia, fostering a healthy and competitive environment by providing a secure platform, access to global markets, and a variety of options, including the user choice billing system in Google Play.
Outside of the platform, Google claims to actively support Indonesian developers through various comprehensive initiatives, including the Indie Games Accelerator program, Play Academy, and Play x Unity, reflecting their deep investment in their success.
On Tuesday's session, January 22, 2025, the KPPU Commission Panel determined that Google had forced its users to use Google Play Billing. The KPPU considered this to be detrimental to app developers.
The Commission Panel ruled that the Google Play Billing system constitutes a violation of the business actor's dominance over its products or user marketing. The Commission Panel also concluded that Google used its dominant position to restrict the market and the development of technology in Indonesia.
In addition to the KPPU, the issue related to Google Play Billing is also being addressed by various other competition authorities. One of them, the Competition Commission of India (CCI), imposed a fine of Rs936.44 crore (approximately Rp1.76 trillion) on Google in October 2022 for abusing its dominant position in its Play Store policy.
Following the verdict, Google stopped enforcing its Google Play Billing system and filed an objection to the CCI's decision with the National Company Law Appellate Tribunal (NCLAT). This process is still ongoing.
Additionally, the UK’s Competition and Market Authority (CMA) has also been conducting a similar investigation since June 10, 2022. submitted a commitment proposal, which was rejected by the CMA on August 21, 2024, thus closing the case based on administrative priority.
