Prabowo to Evaluate PSN, Minister Airlangga: PIK 2 is Not a National Strategic Project

TEMPO.CO, Jakarta - Indonesian President will evaluate the National Strategic Projects (PSN) to ensure that the projects are running according to plan.

"That's right, he asked us to really review them properly. He also wants to be directly involved because that's how it should be," said Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) at the Presidential Palace in Jakarta, Tuesday, January 21, 2025.

AHY said that the government always evaluates, receives input, and reviews PSN to ensure that the projects are running according to plan.

"The government always evaluates, provides input, and reviews so that it wants to ensure which ones are on track, which ones need corrections or adjustments at the very least," he said as quoted by Antara.

According to AHY, PSN involves many parties, not only the Coordinating Ministry for Infrastructure and Regional Development, but also the Coordinating Ministry for the Economy and various other technical ministries.

He said that his party together with other technical ministries would evaluate the ongoing PSN projects.

"Once again, this PSN involves many parties, many ministries and institutions, including other Coordinating Ministries, not just Infrastructure," he said.

The PSN issue has become a public concern, after the revelation of a 30.16 km bamboo sea fence in the waters of Tangerang Regency near the Project. Previously, it was reported that the housing development project was part of the PSN.

Minister Airlangga: PIK 2 is not a PSN

Coordinating Minister for the Economy Airlangga Hartarto emphasized that the National Strategic Project (PSN) in the Pantai Indah Kapuk (PIK) 2 area in Tangerang, Banten, is only related to the development of Tropical Coastland ecotourism.

"The development of tourism and the creative economy in Tropical Coastland ecotourism will be financed with funds sourced from non-APBN and accompanied by a commitment from the Proposing Business Entity to carry out development in stages," said Airlangga in his statement in Jakarta, Sunday.

The project with an investment value of around IDR 65 trillion is expected to absorb around 6,235 direct workers and 13,550 workers as a multiplier effect.

The PSN is the development of the Green Area and Eco-City in the PIK 2 area located in Banten Province.

The development of a green-based area with a planned area of approximately 1,755 hectares (ha) and is intended as a new green-based tourism destination to increase its appeal to tourists.

This tourism destination is also designed to accommodate the Mangrove Tourism Area which is a natural coastal security mechanism.

Furthermore, Airlangga said that in addition to the Tropical Coastland ecotourism PSN, the Government will also continue to evaluate the development of all PSNs, including Tanjung Kelayang in Bangka Belitung, Likupang in North Sulawesi, Tanjung Lesung in Banten, and Lido in West Java.

Meanwhile, Coordinating Ministry for Economic Affairs Spokesperson Haryo Limanseto also explained that the government is currently continuing to develop PSN by not only focusing on physical infrastructure development, but also ensuring increased economic equality, food provision, border development, technology, tourism and education.

"What Coordinating Minister Airlangga said in our opinion is very clear that PSN in the PIK 2 area is only related to the development of the Tropical Coastland Ecotourism Area. The area of PSN that will be developed as PSN is only 1,755 ha and of course it is not at all related to the existence of the sea fence that has been frequently reported lately," said Haryo.

PIK 2 Denies Regarding Sea Fence

The management of the developer of the Pantai Indah Kapuk area or PIK 2 denied having built a sea fence without permission in the waters of Tangerang Regency, Banten Province. The 30.16 kilometer sea fence has now been sealed by the Ministry of Maritime Affairs and Fisheries (KKP) for violating a number of regulations.

management representative, Toni, claimed that the construction of the sea fence made of bamboo slats had nothing to do with his client. "It has nothing to do with us," Toni said in Tangerang, Banten on Sunday, January 12, 2025 as reported by Antara.

Previously, a group calling itself the Pantura People's Network (JRP) of Tangerang Regency, Banten, stated that they built the 30.16-kilometer sea fence independently.

They claimed that the bamboo fence that stretches across the north coast (Pantura) in the area was built as a tsunami and abrasion disaster mitigation.

JRP Coordinator, Sandi Martapraja in Tangerang, Saturday, January 11, 2025, said that the sea fence that caused a stir among the public was an embankment built independently by the local community.

The sea fence issue entered a new chapter after the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid admitted that there were HGB Certificates and Freehold Certificates (SHM) in the Tangerang sea fence area, Banten.

Nusron said that there were at least 263 plots of land in the form of SHGB with ownership of 234 plots of land in the name of PT Intan Agung Makmur and 20 plots of land in the name of PT Cahaya Inti Sentosa and nine plots of land in the name of individuals. In addition, there were SHMs for 17 plots.

"There are also SHMs, land ownership certificates, for 17 plots," said Nusron in a press conference at the Ministry of ATR/BPN on Monday, January 20, 2025. "The location is also correct according to the Bhumi application, namely in Kohod Village, Pakuhaji, Tangerang Regency."

He promised to investigate why the certificates could appear above the waters.
