TEMPO.CO, JakartaThe House of Representatives () held its second plenary meeting of the 2025 trial period on Thursday, January 23, 2025. At the forum, Deputy Speaker of the House of Representatives established the Bill on the Fourth Amendment to Law Number 4 of 2009 on Mineral and Coal Mining (Minerba Bill) as an initiative proposal of the House of Representatives.

"Can the Bill on the Fourth Amendment to Law Number 4 of 2009 on and Mining be approved as an initiative proposal bill of the House of Representatives?" Dasco said in the plenary meeting Thursday, January 23, 2025.

"Agreed," replied the other board members. Dasco, who chaired the meeting, tapped the hammer to signify approval.

The 11th plenary meeting in the 2024/2025 period was attended by 292 out of a total of 579 DPR members. In addition, Dasco said all factions were present at the forum.

The House of Representatives Legislative Body had previously approved the Minerba Bill to become the House's initiative proposal. At that time, House Baleg Chairman Bob Hasan said the Minerba Bill was in line with the wishes of President Prabowo Subianto's administration. The draft regulation has the same spirit as the current government policy. "The journey is still long," said Bob Hasan on Tuesday, January 21, 2025.

Bob Hasan, in the plenary meeting on Monday, January 20, 2025 had mentioned there were four new points proposed to be included in the Revision of the Minerba Law. Namely, accelerating the downstreaming of minerals and coal, rules for granting mining business licenses (IUP) to religious community organizations (civil society organizations), granting IUP to universities and granting IUP for Micro, Small and Medium Enterprises (MSMEs).

The discussion of the revision plan took place at the House of Representatives Legislative Body until late Monday night, January 20, 2025.

The decision to draft a revision of the Minerba Law, a DPR initiative proposal, was approved by all factions. Four of the eight factions in parliament agreed with notes, while the other four agreed without notes.
